Any human spaceflight has been conducted by, by, or by a government agency. Yes, there might have been a citizen or two on the plane, but they were totally travelling. The main purpose will be entertainment. If space is really going to be a place where thousands of people live, work and play, we need non-governmental missions. This is the beginning of that era.
