Large Image: Comcast expands Internet Essentials application for Federal Pell Grant recipients. The Pell Scholarship was established in 1965 as part of the Higher Education Act and provides money to college students who "demonstrate exceptional financial need" based on accounts in the Federal Student Aid Program (FAFSA).

As part of NBCUniversal's 2011 acquisition, Comcast agreed to make high-speed Internet access available to eligible low-income families for $9.95 per month plus taxes. As of today, the 5.50 Mbps service does not require a credit check and does not prevent contract termination or cancellation fees.
