Now, it looks like we finally have the answers.

According to a new report from XDA Developers, Microsoft has an exclusive agreement with Qualcomm. The site says that this is the main reason why competitors like Samsung and MediaTek can't integrate SoCs into Windows laptops and clamshell laptops. Unfortunately, neither we nor XDA have an exact expiration date. It is not clear whether the Site's resources are unable or unwilling to provide them.
