Government agencies should develop a market development strategy by the end of 2022. New York has banned the sale of fossil fuel vehicles since 2035, and all new zero-emission vehicles will be used. The new law, which Democratic Gov. Katie Hutchul signed last week, will help reduce the state's carbon emissions by 35 percent. This puts New York on track to achieve carbon reduction targets of 85% below 1990 levels in the United States.
While Sunset Date aligns with other state government programs, achieving the goal still requires a great deal of planning and coordination. Although electric cars are not uncommon in New York, the state is actually starting from scratch — about 1% of new cars sold in the Empire State are all-electric.
The new law on passenger vehicles does not stop. Also, for vehicles and off-road equipment by 2035 and for light and heavy vehicles by 2045, no pollution is required. Some batteries have this requirement if the batteries or fuel cells of large trucks or construction equipment are significantly delayed. The law states that zero publication is required only "if possible". However, the state legislature does not want to leave everything to chance. The law calls on various government agencies to develop a market development strategy by the end of next year. The strategy should also consider how to support the market for new and used electric vehicles, which should help address some of the cost-effectiveness concerns.
New York probably has a new auto market on its side. BloombergNEF predicts that battery electric vehicles will reach parity with fossil fuel vehicles by 2022 for passenger cars and by 2024 for trucks and SUVs. (Fuel cell cars qualify, too, but selling them so far has been a huge mistake.) Period. For many people, charging remains a physical or mental barrier (or both). The country should create a fast charging network to facilitate long trips, and it should encourage cities to install slower level 2 charging infrastructure for charging renters and apartment dwellers. This network includes common places such as grocery stores and shopping centers, as well as streets and parking lots. This is especially important in New York City, where street parking is the rule rather than the exception. By 2050, the city expects it will need 800,000 Level 2 chargers and 60,000 fast chargers. Given that Big Apples make up more than 40 percent of the state's population, solving this problem is likely to be high on the list of government agencies. New York City has already begun testing unlimited charging and has installed 120 chargers that electric vehicle owners can pay for by the hour. Primary constructs were based on expected demand, community input, and geographic diversity. Business owners can request that one be installed in front of their building. The parking spaces in front of the electric vehicle service equipment are intended for actively charging vehicles. Non-charged cars can be purchased with tickets.
Another solution is to connect electric vehicle chargers to street lights. Los Angeles currently has more than 430 lights spread across the city, and London has converted more than 1,300 LED lights to add EV charging. Kansas City is also testing launch and plans to install 30 to 60 by the end of the year.
New York is the second state governor to announce sunset. The California Air Resources Board, better known as CARB, has passed zero-emissions regulations for all new passenger cars and trucks by 2035. California's unique authority is under the Clean Air Act, which gives Golden State the power to toughen rules and regulations over federal law. Massachusetts joined California last year, declaring the end of 2035. California would ban new internal combustion engines as of the 2035 reading. The law was passed by law but was rejected by Democratic Governor Jay Inslee because he feared the sunset would end. The cost of using the road is related. According to him, directing polluting cars is much more important than linking with other initiatives. The New York law is the first law passed by the state legislature and signed by the governor.
